When you go into the room after getting out of the attic, the wire cutters are on the floor. Don't pick them up yet. Move to the window sill where there is a box of nuts. Grab a nut. Pick up the wire cutters. Arrange the cutters how you need to, and apply the nut to the hole where there is a nut missing. The achievement will pop and you are officially a master of tools.
