Hyper chip is obtainable in Doppler Stage 1. You need to have all 8 Heart tanks, all four Base Enhancements (from the blue capsules), all four Sub-Tanks and all four Robots before entering here, so if something' missing, backtrack to the stages first. If you already have the Helmet Part, you can see where are parts you haven't got yet.
Leave the pink/red enhancemens alone, do not get any one of them.

At the first Doppler Stage, you'll come across a large robot with falling spike on the ceiling. Zero will come down and help you by holding the ceiling and you get to destroy the robot. After that, you'll start descending some floors and fighting some more enemies until you arrive at a point where ball spikes are coming down slopes and rolling away.
If you don't have full heath now, you can backtrack and get heath capsules or you can use a Sub Tank. You absolutely need full health also.
Slide the left wall before the first slope with ball spikes and you'll find a secret area with a red/pink capsule inside.
