Weapons can be upgraded at Power To The People vending machines. In the campaign, you'll find one of these at the end of Neptune's Bounty-go downstairs from the boss and it'll be right in front of you.
If you want it a little earlier, though, one can be found right at the beginning of the Worlds of Hurt challenge room, under "Additional Content" in the main menu.
