After completing the Basic Braining level (essentially the first true level), the main area of the camp opens up to you. Leave the lodging area for the central area, then head down to the parking lot. Near the parking lot is a bulletin board (there are others around as well), Keep interacting with the bulletin board to read new notices. The achievement will unlock before they start repeating.
