You'll receive an optional quest to place the figurine on a desk toward the end of the conversation with ShadowChild. Accept the quest and then when in the Palisade Bank, you'll find the correct office on the lower left corner of the 3rd floor (head to the map marker). Just find the spot on the desk to activate and the achievement will unlock.
