Eventually you'll be tasked to infiltrate the PRCS Wall Cloud, a superfreighter. On your way to the ship, you'll climb a large crane and enter an airduct on top of a building. You will find a large shaft at the end of that duct. There is a big fan down the shaft. Time the fan's rotation and drop/jump down to make JC stand on one of the blades. You'll be swiftly pushed to the outer edge of the blade and probably die, but the achievement should pop once you get pushed to the outside.
