When you first gain entrance to Unatco HQ go down to the 3rd level and enter the women's restroom. There will be a lady standing in there named Shannon. Kill her and the achievement will pop. I suggest you quick save before doing this as all of the UNATCO troopers will turn hostile and you won't survive.
