If you don't unlock this achievement organically, you can accomplish it by doing a single player cannonball race with the following settings:
Traffic Density: None
Racers: 1
Rivals: On
Tracks: 1
On the track select screen choose the corresponding track, and on the select car screen choose the Lynx. Once you load into the map you'll want to keep restarting until you are placed against the corresponding rival.
The steam achievement will unlock as soon as you cross the finish line.
