The game isn't quite clear about what a "closed location" is, so hopefully you're not as confused as I was after unlocking the last gate; opening them, in this case, means making them playable. It's nothing to do with locked gates, and you don't actually have to enter the last area.
Clear the topmost zone in the green area to the right, and you'll "open" the last zone to its left and pop the achievement.
