You'll need to fast travel to the Hyperion Bridge area. Right from the spawn area, you can pretty much run straight up the hill in front of you and you'll eventually run into a base entrance. Run through the base, up a set of stairs and out the other side and you'll reach a cliff. You'll see a small tent below. Jump off the cliff onto the tent and the achievement will be yours after a short audio clip.
