The first night level occurs in Downtown. You are guaranteed to get this some time during your play through if you are aiming to get three stars on every level. Simply complete one of the night levels without being detected. The first one you experience will be the easiest.
To make this easier for yourself, invest in the Stealth stat early on. It will make Bob quieter and less likely to be detected. Also, pay close attention to enemy patrol patterns.
