When setting up a new game, under the "Game Rules" you can toggle "Fast Scanning" on which speeds up sector scanning by ten times. Unlike some game rules, this rule will not disable your ability to earn achievements.
When in game, simply keep queuing sector scans until you've scanned every sector, then the achievement will unlock.
