Start a new game and complete the initial HOS in the office (item locations here

Give your ticket to the inspector. Enter the Tundel station building and exit through the doors ahead of you. Go forward past the artist and then right on the next screen, click on the hole in the road and collect the locker room receipt. Head back to the station building, move left and speak to the police officer, give him your ID and then the receipt. Proceed into the locker room.

Save the game, head back out to the artist, move right and into the food store. Buy all sixteen items to unlock your achievement then reload the save and use the money to unlock One-size-fits-all and Paramedic if needed..
