Caria is a southern province of the Achaemenid Empire that secretly seeks allies who would support her effort to gain full independence.
- Akarnania
Akarnania covers the west-central part of Hellas along the coast; politically and militarily it is no match for the current big powers.
- Aetolia
Aetolia is a confederation of city-states covering a large territory in central Hellas. Aetolians are rightly feared as a people with an aggressive nature.
- Euboea
Euboea occupies the second largest Hellenic island. It has a prospering economy and its close proximity to Athens ensures a strong defensive force.
- Phokis
Phokis is wedged between two powerful states, Aetolia and Boeotia. Even so, it keeps friendly relations with neither of them, nor with a number of other neighboring states.
- Boeotia
Boeotia is a powerful faction in central Hellas. Thanks to its strategic position and growing political and military importance, it could soon become a strong local player.
- Mysia
A northwestern satrapy of the Achaemenid Empire, it carefully furthers its own interests while murmurs of unrest against the Achaemenids spread.
- Achaia
Achaia is a small state controlling the territory on both shores of the Gulf of Korinth. Its economy struggles and it exercises no political power in the region.
- Argolis
Argolis occupies the eastern part of southern Hellas. It has great economic potential and its strategic position allows it to realize many ambitions.
- Elis
Elis is a small region in the northwestern corner of the Peloponnese and fertile plains and access to the sea provide a good basis for trade and diplomacy.
- Arcadia
Arcadia covers the central plateau of the Peloponnesian peninsula. The state is underdeveloped, its economy is poor and its army cannot match those of the neighboring states.
- Messenia
Messenia is a region in the southwestern corner of the Peloponnese. It remains depopulated due to Spartan exploitation and recent military conflicts.
- Rhodes
Rhodos occupies number of islands in the eastern Mediterranean Sea. It holds a strategic position between Persia and Hellas with good conditions for the development of trade.
- Lydia
Lydia is the strongest of the provinces of the Achaemenid Empire in economic and military terms; it maintains loyalty to the emperors against the rebelling governors.
- Phrygia
Phrygia, covering the northeast of Anatolia, is one of the most important satrapies of the Achaemenid Empire and one that longs for independence.
- Korinth
Korinth controls the strategically important isthmus between the Peloponnese and Attika. Its small army and low political clout make them dependent on skilful diplomatic efforts.
- Dardanian Kingdom
The Dardani are embroiled in a continuous conflict with the Macedonians and Molossians pushing against their borders, struggling to keep their heartlands free of intruders.
- Encheleans
Encheleans are semi-nomadic tribes living in a few small villages with no infrastructure. They look to establish an organized state to protect their lands and livelihoods.
