    This has a activation restriction like Borderlands 2 regional version has.

    The game has no run restriction and allows purchase from restricted countries. Redeeming a key will work just fine.

    All games from cheaper regions are play and region locked to stop people taking advantage of it.

    Just brought it myself, worked fine for me. Redeemed on Steam and downloading now.

    Looks like the Original retail versions no longer have a territory code set on them and therefor can only be redeemed in the restricted countries, that's incredibly bizarre.

    The ultimate edition has a territory code and will actually activate.
