First three might be buyable on the Japanese Steam store front, I haven't tried yet.
I know that Risen can only be bought at a physical store and code in the package is redeemed on Steam.

As Mafia 2 is purchase disabled (though the dlc somehow isn't) your only chance for any of these is ,ludicrously expensive, retail keys.

I'm really not sure about Metro JP though. It technically has a separate achievements list but people who have the game on steam all have the international version show on their list, and have achievements in the international version, not the JP one.

I found out Amazon Japan sells codes directly for Riptide and Metro which I'll make a thread for in their respective forums.

I don't this, so something fun to test.

Metro 2 is still purchaseable.
