  This can be done almost immidiately after starting with the Exiles of Nehek. You start with two priests, so simply recruit a third one and put them all in the same army.

  Khatep actually only starts with 1 Liche priest, and can only recruit 1 other until he's at his max of 2. So this achievement requires the player to reseach one of the researches increasing the max number of liche priests to 3, and then recruiting a third.
