In order to get all 7 units with one action, you need to have a guru that has been damaged in the center of six other religious units also with some damage. If you are having trouble getting this achievement in regular play (I got it with some effort on the Path to Nirvana scenario) you can play a hot seat multiplayer to churn out religious units to fight yours until you have the seven you need.
