When you first talk to Alvarez as part of the main quest, if you pick the right dialogue choices you can unlock this achievement. The goal is to be straight forward and honest with him.
The options you want to choose are:
1. Direct
2. Alternative
3. More Info
4. Request
5. Take It
6. Free
It can probably also be gotten with the social augmentation mod, but there is little reason to waste Praxis points on it in the game.
