You must reach the NSF leader in the statue on the first level without talking to Paul.
Paul is scripted to run towards you and speak with you at the beginning. However, you can bug out his AI by jumping constantly. This causes him to stop chasing you momentarily.
The easiest way I found to do this is to start bunny-hopping from the get-go. You can hop past Paul on the docks, then make your way behind the statue and get in by climbing the cargo containers in the back. From there on, Paul can't get to you, and you're clear to finish the level as you see fit.
