  To earn this achievement, simply buy the book from the man situated outside the Carpet Barn & Furniture Outlet store. The book will cost you $500 (you can barter this price down if you're short on cash)

  Once you've purchased the book, the achievement will unlock.

  I don't think it's that simple. There's a guy there but he doesn't sell a book, just some random antiques.
  Edit: I can now confirm that this NPC sells the book, but he also sells random antiques. So if you see he's not selling the book, go to sleep and visit the next day. Eventually he'll have the book. It took me about 10 days before he sold me the book.
