  This achievement is missable and can only be done in Part 4. All you have to do is to wait in line for the governor's mansion and don't move. It'll take around 3 minutes before you get the achievement.

  Another easy one. When back to Mêlée Island in Part IV, go to the outside of Carla's Mansion, where a whole bunch of people are queue up, headed by the Lookout, and click to "Wait in line". After that, just wait a while. Not as long as waiting to get the permanent death though, just about two minutes.
