For what it's worth, I managed to win this achievement despite "losing" the scenario, i.e. not capturing Richmond before the last turn. So just play as you normally would, capturing CSA towns along the way, and as long as you have the higher score after turn 100 you'll win the scenario despite getting the "defeat" screen.
