So not exactly sure what you have to do exactly but what I did was follow the focus tree to restore the ottoman empire. I also researched every single one of the Focuses on the far right side all the way to the final one "Turk Silahli Kuvvetleri" it popped before the civil war started. There was also a decision under "Economic Policy" that was "absorb the T. P. D. A." and than "pay off debts." Attaturk had also died. Hope this helps
