How to unlock the Suffer not the Alien achievement

  All you need to do is start a new game as a xenophobic empire, setting primitive civs, empires, fallen empires and marauders to zero. When you start the game, it should pop within a couple of seconds.

  This is potentially down to the fact enclaves exist.
