In the Southeast corner of the market, you will see a large corner structure that has two blue windows per floor, one short, one long.
For orientation, there is a Canal Road sign in front of you, and the Police Station will be behind you. The series of windows will be off to your left, just past some colorful banners.
On the lowest floor, looking through the windows, you will see a light and a moving ceiling fan. This is your target.
Using the Microfibral Muscle augmentation, stack large and small crates to get up to the ledge just below this pair of windows. You'll also need a small crate to help get into this apartment. Smash the window, enter the apartment, and look for the first wardrobe, and inside you will find the crowbar named Freedom.
Take the crowbar, and this achievement will pop.
While I use the stacking props method of getting into the room, supposedly the speed aug allows you to get into the room as well. Likely from the adjacent building.
