For this achievement you'll need to deliver cargo 10 times from concrete plants (so not to).
There are four concrete plants in cities of the Beyond the Baltic Sea DLC:
Tartu (Estonia)
Kouvola (Finland)
Tampere (Finland)
Saint Petersburg (Russia)
It doesn't matter from what of these four locations you deliver, and to where, nor what cargo. As long as the starting city was one of these four cities, and the cargo comes from the company Radus (Радус in Saint Petersburg (do to being cyrillic)), it should count for the achievement.
I suggest choosing a quick job, filtering the list on length of the route and clicking on the four cities to check which city has the shortest job from the Radus (or Радус) company. This is the quickest way to complete the achievement.
