  Actions

  Start a free roam game and head down to the lake where the teens are skinny dipping in story mode. Proceed to the cache box to the north of there and follow the small stream of water down to the lake. To the right on a rock is a small turtle. Pick it up and press E to adopt it and the achievement will unlock.

  Actions

  Not sure if this was an update, but I found the turtle in the Five mile creek.
  To the West of cache 309 there is a place with two pines and a rock in the middle. The turtle is on the rock.
  
  Not sure when you can get this on story mode, I got this on free roam.
