How to unlock the Toaster in the Tub achievement

  Use Electro Bolt on the water when an enemy is standing in it and this should unlock.
  
  One of the earliest places to get this is in the first level, when entering the Kashmir Restaurant there should be two splicers standing in a puddle of water.
