While you are talking to ShadowChild, make sure to choose the option where you ask how she can help. She'll tell you about a ripper working the lobby desk at the bank. Enter the bank's front doors, talk to the guy behind the desk, and give him the ripper name she told you (Baba-Yaga-50) to get his help and unlock the achievement.
