At the beginning of Day 3, you'll come across Goober at the medical clinic. Later on in the day (skipping spoilers, after you've completed a number of required tasks), you'll be specifically looking for him and the nurse at the clinic will say he left saying something about religion. Got to the church, where you'll find him sitting in the pews. Use the stun gun on him to unlock the achievement.
