  This is probably easiest in the Arks scenario (as you don't get more people), but it can be done anywhere (in theory).
  
  To start, simply build tents and don't upgrade them (or even research the higher tier houses).
  
  Note that due to their terrible insulation, you will have to heat them using Steam Hubs.
  
  Finish the scenario (win and loss will both count) to get the achievement.
