Doing this from the spy's point of view in single player doesn't work, you have to do it from the hacker's perspective.
As the hacker, look for lasers on the map (they look a bit like an asterisk). Just click on one to disable it for a few seconds. You don't have to disable 20 different lasers, just repeatedly disabling the same laser will get you the achievement.
