This achievement is part of the main storyline, but cannot be completed until after you've joined the US Army at Camp McClintock, which is part of a separate string of quests (Back to Basics). Camp McClintock is located northwest of the giant dried up lake in The Forest, directly north of the dam at Charleston. The map marker looks like a military obstacle course.
