- Talk to Udom Bedford on the Groundbreaker and say you want to turn in Phineas.
- Udom will give you access to Adjutant Akande's Landing Pad
- Talk to Adjutant Akande and get the quest The Demolished Woman
- Complete the quest to get the achievement.
