I would recommend getting the ladder scaffolding (Vinson) as the height counts as distance.
Stick the bin at the edge of the map. If you throw a bin bag at the border of the map it will just drop straight down
Place the scaffolding a good distance away, for my attempt it took my character 5 seconds to walk from the base of the scaffolding to the bin.
When at the top of the scaffolding look above the bin and throw the bag, If the bin is against the map border the bag should hit an invisible wall and should just fall into the bin.
