Complete the rock garden (at least mostly), and a portal will appear at the top of the pyramid in the rock garden! Jump into it, and it will teleport you to the crater outside the habitat. Go to the bottom of the crater, and you will find ice for the colony. Go outside the crater, and go to the hills. There are minerals here that will help the colony as well! Upon discovering both sites (approach the question marks to trigger the discovery), go back to the pyramid at the rim of the crater to return, and the achievement is yours!
