Shadow Raid Heist is more likely a "Title Update" as it's not a "paying DLC"

The Shadow Raid Heist DLC:
PAYDAY 2: The Shadow Raid Heist for PAYDAY 2
has to be a "Title Update" as it's a free content added to the base game: every Payday 2 owner own this content. It's not really a "DLC".

For example, it's just like The Election Heist:
PAYDAY 2: The Election Day Heist for PAYDAY 2
(Already considered as a "Title Update" on TSA)
