Skyrim Console Commands: Is this cheating?

Hi,
I wanted to know if using console commands to unlock achievements in Skyrim is considered cheating. In the Cheat Policy it says that using the in-game console for Fallout 3 is permitted and isn't considered cheating. Is this the case for Skyrim as well?
