Choose to make Vhart's wife go to the Circle Mall where "Molly" is, and she'll be rounded by the team that was on route to search and prevent the Circle Mall bombing in Orwell Season 1.
To do that you need to focus your research on Karen and not on the brother Ilya. Find evidence on her secret counselling blog, trace it to find information about "Molly" the veteran she's counselling illegaly. You find out then that it's the alias for Nina Maternova, who is the Circle Mall Bomber from Orwell Season 1.
Depending on what investigator profil you linked at the begining from Seaosn 1, you either get Karen killed (you didn't stop the bombing in Season 1) or arrested (you prevented the bombing).
