You should get this very early on in the game. Barret's 1st limit is called Big Shot. As you get attacked, your "limit" bar will fill red, just like the "time" bar next to it (except this will fill green). Once it is full, it will blink and let you know that your limit is ready. Use it like you would a regular physical attack and the achievement will pop.
