After you leave the psychiatrist, you get a phone call from your boyfriend. You are standing next to the food cart. Pick a lunch item to get for him (the choice may effect the game in a minor way, but not the achievement), then find your way to his place of work (you can use the tourist maps in the game to give you an idea of where to go, but it's by the river's edge, to the right a ways if you're facing the water).
