With Nagashs faction you can recruit a couple of Vampire Count units, among them the Ghouls. As typical of the Tomb Kings, you can't build more of a unit than you have buildings supporting that unit, so you need to conquer enough provinces and build the right buildings, so you can recruit these. Shouldn't take too long and happen during your playthrough.
