This achievement is highly random and down to pure luck. You do not get to control what your character selects and you cannot draw. This can take anywhere between seconds, to hours.
You are most likely to find willing participants during setup time. Simply initiate the taunt (Note, you need to own it first), and someone will come along. You can also always have a friend help you.
