NOTE: You must acquire 7 UNIQUE scrolls. Meaning no replaying for the same ones.
Once you have 7 unique scrolls you turn them in to Elrond. (Rivendall)
Scroll 1 - You get this during your visit to Fornast after freeing Beleram when you destroy the 2 mounted crossbows, the scroll is with the Orc mage.
Scroll 2 - In the Ettenmoors after meeting up with Beleram you will approach a stream. Go up the hill, past the bridge and continue to the cave. In front of the cave is a ledge you have to drop off of. Afterwards, run up the stream to the chest for the scroll.
Scroll 3 - In the High Moors portion of the Ettenmoors, you will progress to a bridge guarded by many Orcs and a mage. The mage once more has the scroll.
Scroll 4 - Located in Mount Gundabad near the end. After destroying the gear control, you'll be told to hurry through a tower. After running up the first tower, you will cross to the second and go down it. Once at the bottom of the second there is a door that leads to a platform with a chest holding the scroll.
Scroll 5 - Upon entering Mirkwood, you will encounter a boss on a Fellbeast. The boss has the scroll.
Scroll 6 - This is in Urgost Lair. After you pass through the mountain the first time, you will enter an area with a bridge and a waterfall. The mage near the entrance on the far side of the bridge has the scroll.
Scroll 7 - This is on the boss at the end of the Urgost Lair.
