You can recruit Mira on the Hutt's planet/Moon, if you are light side, or if you are dark side and reload a save at the wrong time. If you are light side, you will get her following the main story.
You should only get Mira if you are light side, but the game sometimes forgets and replaces the evil wookie with Mira.
