I actually got both achievements at the same time.
During second mission of the Elven Court campaign (where you start as Dracons) you will at one point own a dragon lair. Build upgrade for Ice Dragons and add one to your army. Ice Dragon have a chance of freezing enemy when he fights with him (I believe his breath weapon don't freeze). If you are lucky the dragon not only freezes the enemy but also kills him when attacking.
