If you have any mods enabled, it will disable your ability to get achievements. If you have a city that you started using mods on, then that city is "dead". Your city must never have the taste of mods if you want achievements. I suggest having a separate city for achievements and naming it something so that you know to disable mods when playing on it.

This achievement is extremely easy. But, it requires a fairly large town/amount of money.

    1) Build 5 Police Headquarters.

That's it! That's all you need to do.

Some things to keep in mind:
    - A Police Headquarters is 60,000 ₡ with a weekly upkeep of 1,600 ₡.
    - The grand total spend will be 300,000 ₡ with a total weekly upkeep of 8,000 ₡.
    - They must all be on the map at the same time.
    - If you have 300,000 ₡, you could build all 5 and then immediately demolish them. (you would lose all your money though)
    - You will get this eventually if you play normally as well. Unless of course you have an absurd love of Police Stations.
    - This can be done with the normal or European versions of the Police Headquarters. I had European.

    Happy hunting!
