  The wording is a little ambiguous, so I thought I'd clarify.
  
  You must be holding 10,000 gil to earn the achievement. The second you have 10,000 gil or over in your pockets you will get this achievement.
  
  I have not yet earned the higher level of gil achievements, but I presume they are the same.
