The Traffic Coner is gotten by running over enough traffic cones. The easiest way to get the traffic coner is to keep restarting the game and going through the first area, knocking over all the traffic cones there. Once you get the traffic coner, switch to it at the upgrade station (yellow wrenches) and simply kill enough pedestrians with the ejected cones to get the achievement.
